Data Collection Quality Project

The Data Collection Quality Project (DCQP) aims to improve the quality and coverage of rail safety incident data, by improving reporting and increasing the type of data collected.

The project is expected to develop an enhanced partnership approach to data collection and analysis.

This project will also:

  • increase quality and quantity of information
  • increase PTSV's ability to monitor risk and contributing factors
  • increase PTSV's capacity to engage in early identification of trends and issues
  • increase capacity to undertake research
  • improve efficiency and effectiveness of the data collection, analysis and reporting process, and
  • improve partnerships.

Pilot program

The DCQP has been trialled with one accredited rail operator.

PTSV data dictionary

A data dictionary will be developed by PTSV in consultation with industry to assist with defining and classifying incidents.

The data dictionary will also:
  • provide information on the statistical standards and concepts that underpin PTSV's statistics collection, and
  • be an overall resource for all to use to understand data collection at PTSV.

Training

The project will include providing training to assist AROs in improving the quality of data reported to PTSV. The training will target the:
  • importance of information in improving the safety of the system
  • role of the industry in the early identification of issues and trends
  • importance of the completeness of the information
  • use and application of the PTSV Data Dictionary.

Support

In conjunction with this project there will be a Safety Information Officer role which will be dedicated to providing assistance and support to the rail industry on this project. This role will include liaising with industry on any issues that arise as well as undertaking early trend identification and facilitating information exchange between PTSV and the industry.
