1 JUL | Victoria's tourist and heritage rail operators reach accreditation milestone
From today, 17 existing tourist and heritage accredited rail operators (AROs) have been re-accredited to operate in Victoria under the Rail Safety Act 2006 (Vic). This has been an intensive transition process for AROs who have had to submit material to PTSV over predetermined milestones to ensure they meet the requirements of the Act.

8 APR | New bus safety legislation update
The Bus Safety Bill received royal assent on 7 April and is now the Bus Safety Act 2009. The Bus Safety Act 2009 will become fully operational on 31 December 2010 and draft regulations are currently being prepared.

The Rail Safety Regulators' Panel (RSRP) released a new draft guideline 'Safety Management System Guidance for Tourist and Heritage Rail Transport Operators' for industry consultation. Submissions closed 22 April 2009.

Amendments to the Rail Safety Act 2006 require rail infrastructure managers and road managers to jointly manage safety risks from road/rail crossings through safety interface agreements (SIAs). There has been a recent change to the definition of a road transport passenger service. A limousine type vehicle, which has a seating capacity of 13 seats or more (incl. the driver), no longer falls within the definition of a bus for the purposes of bus operator accreditation. 9 OCTOBER | PTSV agrees for boom gates to go back to normal operation
Public Transport Safety's Director, Alan Osborne has agreed for Connex to progressively remove the "express mode" modification at level crossings. This modification was implemented earlier this year following a series of Siemens trains experiencing overruns during wet weather conditions.
This express mode operation is normally used for express trains. It works by bringing the level crossing boom gates down earlier and for longer. While the Siemens trains were still experiencing overrun events in wet weather this mode was brought into operation for all trains intending to stop at a station immediately before a level crossing. This, amongst a number of additional controls agreed with Connex, gave a further level of safety for level crossing users.
Following modifications to the braking software, PTSV is satisfied that Connex has undertaken extensive testing of the modified trains. The fleet has been operating satisfactorily for the past two months since the precautionary speed restrictions were lifted across the network and therefore PTSV has agreed that the express mode can now be removed.
PTSV will continue to monitor the safety performance of the Siemens fleet.
28 SEPTEMBER | PTSV launches new website
A new website and logo have been developed for PTSV in consultation with the rail and bus industries. Following on from the commencement of the Rail Safety Act 2006, PTSV became a statutory office of the Department of Transport (DOT). To reinforce PTSV's independence as the public transport safety regulator for Victoria, PTSV has developed it's own visual identity and website.
PTSV undertook this project with extensive internal and external stakeholder involvement. The project is aimed at promoting safe public transport for Victoria and to give PTSV a recognisable face, among industry and the public. |  |

21 SEPTEMBER | Draft Emergency Planning Guideline
A Draft Guide to Preparing an Emergency Plan has been released for industry comment. The Guide has been developed to assist accredited rail operators with preparing an emergency plan.

5 JUNE | Train accident at Kerang, Victoria
A team of Public Transport Safety Victoria (PTSV) officers attended the scene of the tragic train accident north of Kerang on 5 June. PTSV conducted a compliance inspection to ascertain whether there were any breaches of rail safety requirements.
1 MAY | Rail Resource Management Guidelines
Guidelines for rail resource management and an interim project report are now available to download from the Rail Resource Management webpage. The National Rail Resource Management (RRM) Project is a joint initiative between PTSV and the NSW Independent Transport Safety and Reliability Regulator.

DECEMBER | New 'Management of Change' guidelines
New 'Management of Change' guidelines were recently issued as part of the Accreditation Guideline package. These replace the 'Interim guidelines for changing an accredited rail safety management system' issued in November 2002. Accredited rail operators must now refer to the new guidelines when changing any relevant aspects of their safety management systems.

AUGUST | Commencement of the Rail Safety Act 2006 and Rail Safety Regulations 2006
The Rail Safety Act 2006 and Regulations commenced on 1 August 2006. Rail operators accredited under the Transport Act 1983 have begun an implementation process for compliance with new accreditation requirements.
APRIL | Train accident at Trawalla
A Melbourne-bound V/Line (VLocity) passenger train collided with a truck at a level crossing about 3km from the town of Trawalla on Friday 28 April 2006.
FEBRUARY | Rail Safety Act 2006 receives the Royal Assent
The new Rail Safety Act 2006 has received the Royal Assent. The new legislation is a product of a comprehensive review of rail safety regulation in Victoria.

NOVEMBER | Benalla accident report released
A report commissioned by the Minister for Transport has been released. The Australian Transport Safety Bureau (ATSB) undertook the investigation into the level crossing accident between a steam passenger train and a loaded B-double truck at Benalla in October 2002.
OCTOBER | Safety camera project
Video footage of the Springvale Road, Nunawading railway level crossing in 2004, recorded as part of the Level Crossing Safety Camera Project, identified dangerous motorist behaviour.
