The Director, Public Transport Safety ('Safety Director') is an independent statutory office established under the Transport Act 1983. Public Transport Safety Victoria ('PTSV') exists to support the Safety Director in the performance of the Safety Director's functions.

The Safety Director is responsible for administering a range of legislation directed toward the promotion of safety in train, tram and bus operations in Victoria.

The Safety Director reports directly to the Minister for Public Transport, however, subject to some limited exceptions, the Safety Director is not subject to the direction and/or control of the Minister.

Our role

PTSV is responsible for, among other things:

  • the safety accreditation of rail and bus operators throughout Victoria
  • monitoring the development, implementation and continuous improvement of operators’ safety management systems
  • monitoring compliance through a rigorous system of compliance inspections and audits.

PTSV also:
  • provides specialist advice to the Minister for Public Transport on operational and technical safety issues
  • provides practical guidance to public transport operators on operational and technical matters
  • monitors incident and accident data
  • represents Victoria in the development of national rail and bus safety legislation that will enable a consistent approach to safety regulation.
