Rail infrastructure managers (RIMs) and rolling stock operators (RSOs) must apply for accreditation on a form approved by the Safety Director. You can download the form from the tools and downloads box on this page.
This page provides an overview of the application process. If you intend to apply for rail operator accreditation, it is important that you read the Accreditation Guideline.
Information to be supplied
Information which needs to be provided on the application form includes:
- a detailed description of the nature, character and scope of your proposed operations
- details of your key personnel who are responsible for the safety of the operations, and their experience in rail operations
- details of the resources and systems relied on, and
- evidence of compliance with the risk management requirements set out in the Rail Safety Act 2006.
Documentary evidence
In addition to the information above, you need to attach documentary evidence of:
- your competence and capacity to carry out particular rail operations safely
- consultation regarding the preparation of your safety management system (SMS) with your rail workers, employees who are health and safety representatives and any persons with who you have entered into an interface coordination plan.

Interface coordination plans
An interface coordination plan is a plan developed by a rail operator that identifies and specifies the potential risks to safety that may be caused by the activities or operations of another rail operator or person, or the ownership, occupation or management by another rail operator or person.
The interface coordination plan may form part of an accredited operator's SMS.Information about proposed operations
In your application, you must describe the nature, character and scope of your proposed operations. This should include:
- the geographical area of the proposed operations
- the types of rail infrastructure and rolling stock that will be operated, and
- the nature of the rail operations (for example, freight or passenger services).
Application process
You must be granted accreditation by PTSV before you commence rail operations.
The amount of time needed to assess your application will depend on the proposed scope of operations and the level of detail supplied in the application itself.
