Rail accreditation fees

Rail operator accreditation fees are calculated using the formula provided in the Rail Safety Regulations 2006 (Vic).

The formula references the term 'fee unit', the value of which is established under the Monetary Units Act 2004 (Vic). The value of a fee unit for the 2009-2010 financial year is $11.69. All fees are exempt from GST.

Application fees for accreditation

The application fee payable depends on the type of accreditation sought:


Commercial railway operator accreditation



$5,845 (500 fee units)


Tourist and heritage railway operator accreditation



$1,169 (100 fee units)


Temporary accreditation

$584.50 for each week or part of a week, but not exceeding an amount of $5,845 (50 fee units for each week or part of a week, but not exceeding an amount of 500 fee units.)


Fee for exemption from accreditation for rail operations carried out in a private siding



$584.50 (50 fee units)

Fees to be paid after accreditation granted


Accredited rail infrastructure manager

A pro rata fee of $23.38 (2 fee units) for each kilometre of railway track to be managed by the rail infrastructure manager in Victoria for the coming year.


Accredited rolling stock operator

  1. $22.21 (1.9 fee units) for each 1000 kilometres, or part thereof, anticipated to be travelled by each freight train to be operated by the rolling stock operator in Victoria for the coming year; and
  2. $11.69 (1 fee unit) for each 1000 kilometres, or part thereof, anticipated to be travelled by each passenger train or tramway car (including a light rail vehicle) to be operated by the rolling stock operator in Victoria for the coming year.


Accredited tourist and heritage operator

$1,169 (100 fee units)

$23.38 (2 fee units) per kilometre of railway track managed in Victoria (based on the previous financial year).


Accredited rolling stock operator

  1. $22.21 (1.9 fee units) for each 1000 kilometres, or part thereof, travelled by each freight train operated by the operator in Victoria during the previous financial year; and
  2. $11.69 (1 fee unit) for each 1000 kilometres, or part thereof, travelled by each passenger train or tramway car (including light rail) to be operated by the person in Victoria for the coming year.
